The Sacco Societies Regulatory Authority (SASRA) is the regulatory body charged with regulating deposit‑taking Sacco Societies (Savings and Credit Cooperatives Societies) in Kenya. General Requirements for SASRA Recruitment 2023

SASRA is an equal opportunity employer that seeks to recruit the most qualified persons for the job. To qualify for the 2023 SASRA recruitment, candidates must;

  • Be a Kenyan citizen
  • Have a Minimum KCSE mean grade D (plain)
  • Possess Upper Second Class Honours Degree and above (or equivalent)

Compliance Officer

ROLE SUMMARY

Implement the legal and regulatory framework on prudential supervision and market conduct to enhance the financial stability of the Sacco sub-sector, to enhance sound and fair conduct of Sacco business and empowerment of consumers.

KEY RESPONSIBILITIES

  • Assisting in assessment of license renewal applications as per the laid down procedures.
  • Ensuring timely submission of regulatory returns and any adhoc reports by the Saccos.
  • Assisting to check completeness and accuracy of the regulatory returns.
  • Assisting in basic analysis of the financial and related data from the regulatory returns to understand performance and compliance status of the assigned Saccos.
  • Understanding the prudential and market conduct regulatory framework in relation to performance of the Sacco societies
  • Assisting in the inspection of premises for new branches of SACCO societies in line with the regulations and guidelines and make appropriate recommendations.
  • Assisting in assessing corporate approval requests (such as establishment of branches, agency business introduction of new loan products, initiation of shares drive among others) from SACCOs and making recommendations through the supervisors
  • Assisting is updating the register of corporate approval requests and determinations thereof.
  • Assist in updating data and information on financial, operation, management and governance profile of the Saccos.
  • Assisting in inspections and drafting of reports
  • Drafting letters and other correspondence to the Saccos
  • Ensuring timely dispatch of information, general correspondences, and circulars to SACCOs assigned and confirming timely receipt by the SACCOs in line with the laid down policy.

JOB SPECIFICATIONS

  • Bachelor’s degree in any of the following fields: – Finance, Economics/Statistics, Cooperative Management, Accounting, Business Administration/Management, Law, ICT or any other relevant qualification from recognized institution.
  • Demonstrate proficiency in relevant Computer Application; and
  • Certificate in Computer Application Skills.

Planning Officer

ROLE SUMMARY

The job holder will be answerable to the Manager Research Strategy and Planning for the performance of his/her duties. The successful candidate will support and assist the Planning Department in the development, implementation and monitoring of the of the Authority’s Strategic plans to ensure achievement of corporate goals.

KEY RESPONSIBILITIES

  • Participating in developing policies in Sacco Industry.
  • Collecting quarterly and annual performance data of the Industry.
  • Updating and maintaining a record of all performance contract evidence in the Authority.
  • Drafting proposals for resource mobilization.
  • Participating in the development of the Authority’s internal polies; and
  • Participating in the preparation and implementation of the Authority’s Performance Contracts.

JOB SPECIFICATIONS

  • Bachelor’s degree in economics, Sociology, Strategic Management, Public Administration, Project Management or related disciplines.
  • Proficiency in computer applications; and
  • Demonstrated professional competence in work performance.

Senior Human Capital & Administration Officer

ROLE SUMMARY

The job holder will be answerable to the Manager Human Capital and Administration for the performance of his/her duties. The successful candidate will assist in developing and implementing sound human resource policies and procedures for a safe and conducive work environment that fosters individual and corporate growth.

KEY RESPONSIBILITIES

  • Disseminating human resource management policies, laws, regulations, procedures and systems.
  • Coordinating recruitment, selection and induction programmes.
  • Processing salaries, benefits dues and verifying payroll data.
  • Verifying and ensuring regular updates of the Enterprise Resource Planner.
  • Maintaining and updating employee records.
  • Coordinating the Authority’s internship program.
  • Preparing Terms of Reference and Service Level Agreements for outsourced services.
  • Maintaining records of office equipment and furniture;
  • Supervising office repairs and maintenance and other works.
  • Supervising outsourced services; and
  • Coordinating the transport services including supervision of drivers and maintenance of authority’s fleet in good mechanical condition.

JOB SPECIFICATIONS

For appointment to this grade, an applicant must have:

  • Three (3) years relevant work experience.
  • Bachelor’s degree in any of the following disciplines: – Human Resource Management, Human Resource Development, Business Administration, Public Administration, or equivalent qualifications from a recognized institution.
  • Post Graduate Diploma in any of the following disciplines: – Human Resource Management, Human Resource Development, Business Administration or equivalent qualifications from a recognized institution.
  • Be a member of the Institute of Human Resource Management of good standing.
  • Valid practicing license.
  • Attended a supervisory course lasting not less than two (2) weeks.
  • Proficiency in Computer applications; and
  • Knowledge and experience in use of Human Resource Information Systems will be an added advantage.

Senior Records Management Officer

ROLE SUMMARY

The job holder will be answerable to the Manager Human Capital and Administration for the performance of his/her duties. The successful candidate is expected to ensure the Authority’s records are managed in accordance with Public Archives and Documentation Service Act Cap 19, of 1965 (revised 2016) of the laws of Kenya, rules, regulations and circulars issued from time to time to improve records management in the public service.

KEY RESPONSIBILITIES

  • Ensuring that letters are appropriately filed and marked to action officers.
  • Controlling and opening of files.
  • Updating file index.
  • Ensuring Security of information/files in the registry.
  • Updating and maintaining up-to-date file movement of records.
  • Ascertaining the general cleanliness of the registry; and
  • Guiding and supervise staff working under him/her.

JOB SPECIFICATIONS

For appointment to this grade, an applicant must have:

  • Have a minimum of three (3) years relevant work experience.
  • Have a Bachelor’s degree in any of the following disciplines: – Information Science Management, Records Management or any of the Social Sciences plus a Certificate in Records Management/Information Management or other relevant and equivalent qualifications from a recognized Institution.
  • Certificate in a supervisory course lasting not less than two (2) weeks.
  • Be proficient in computer applications.

  2. Clearance Certificate from the Higher Education Loans Board.
  3. Tax Compliance Certificate from the Kenya Revenue Authority.
  4. Clearance from the Ethics and Anti-Corruption Commission.
  5. Report from an Approved Credit Reference Bureau.
