The Salaries and Remuneration Commission is a Kenya government Commission established under the Salaries & Remuneration Commission Act, 2011. Its independence is guaranteed in the Constitution of Kenya.
The functions of the commission as defined in the act that established it are:
- Inquire into and determine the salaries and remuneration to be paid out of public funds to State officers and other public officers
- Keep under review all matters relating to the salaries and remuneration of public officers;
- Advise the national and county governments on the harmonization, equity and fairness of remuneration for the attraction and retention of requisite skills in the public sector
- Conduct comparative surveys on the labour markets and trends in remuneration to determine the monetary worth of the jobs of public offices;
- Determine the cycle of salaries and remuneration review upon which Parliament may allocate adequate funds for implementation
- Make recommendations on matters relating to the salary and remuneration of a particular State or public officer
- Make recommendations on the review of pensions payable to holders of public offices

Support Staff / Office Assistant RL 9
Operational Responsibilities / Tasks
- Clean and arrange the offices daily;
- Prepare and serve refreshments;
- Dispatch mails to the post office and other destinations;
- Arrange boardroom for meetings that are scheduled to take place;
- Distribute internal mails to officers as marked to respective offices;
- Requisition snacks and refreshments;
- Load and off load packages for office use;
- Carry out office logistical duties;
- Photocopy, bind and shred documents;
- keep inventory of kitchen utensils and advice on restocking; and
- Open and close offices to ensure security
Job Competencies (Knowledge, Experience and Attributes / Skills).
Academic qualifications
- Kenya Certificate of Secondary Education mean Grade D- (minus) or equivalent.
Professional Qualifications / Membership to professional bodies
- Valid Certificate in food handling.

Records Management Officer RL-6
Operational Responsibilities / Tasks
- Undertake appraisal of records periodically to continuously decongest storage space;
- Develop and implement file control systems to prevent any loss or misplacement of records;
- Scan documents to provide for faster retrieval of information;
- Generate registry forms;
- Sensitize action officers on the need to comply with legislation on records management as provided in the existing Acts and circulars;
- Preserve Commission records for posterity;
- Maintain an updated data base of incoming and outgoing correspondence;
- Dispatch all received correspondence to the relevant office for action;
- File letters in their subject files for easier retrieval;
- Regular update of the filing index;
- Maintain both confidential and open personal files to ensure integrity of information;
- Make recommendation for disposal of archived records;
- Arrange and classify information material for ease of retrieval;
- Attend and direct stakeholders as they come to follow up their submitted cases;
- Review records retention schedules and governmental record keeping requirements to ensure that procedure and legislations for archival storage, reducing paper records wherever possible, or for destroying obsolete or unnecessary records are maintained;
- Ensure longevity of records through proper file handling and maintenance;
- Provide feedback to enhance business processes and initiate process improvement to achieve operational excellence; and
- Develop individual work plans, monitor own performance and seek requisite support to ensure delivery of agreed targets.
Academic qualifications
- Bachelor’s degree in Information Science in Archives/Records Management from a recognized university.
Professional Qualifications / Membership to professional bodies
- Certificate in Records Management.
- Knowledge of Electronic Data Management System (EDMS) will be an added advantage
Previous relevant work experience required.
- Three (3) years of service in a comparable position from a reputable organization
Human Resource Assistant RL 7
Operational Responsibilities / Tasks
- Update human resource employees’ data base and leave roaster;
- Receiving, sorting, filing and dispatching of mails;
- Coordination of transport logistics functions;
- Dissemination of human resource information internally;
- Document data on human resource metrics;
- Support the recruitment process by gathering applicant’s background information, assisting in interview processes, follow up with successful candidates, opening of new employee files and assisting in orienting new employee to the organization;
- Performing file audits to ensure that all required employee documentation is collected and maintained;
- Develop individual work plans, monitor own performance and seek requisite support to ensure delivery of agreed targets;
- Filling monthly vehicle returns and signing of work tickets where applicable;
- Maintaining of updated asset records and equipment inventory;
- Supervise drivers in line with Commission’s transport policy;
- Scheduling of official transport; and
- Liaising with service providers to ensure maintenance and servicing of motor vehicles in line with transport policy
Job Competencies (Knowledge, Experience and Attributes / Skills).
Academic qualifications
- Diploma in Human Resource management or related field;
- Kenya Certificate of Secondary Education mean Grade C (Plain) or above.
Professional Qualifications / Membership to professional bodies
- Membership to the IHRM
- Candidates with CHRP Level two will have an added advantage
Previous relevant work experience required.
- Two (2) years of service in a comparable position from a reputable organization.
Supply Chain Assistant RL 7
Operational Responsibilities / Tasks
- Distribute to suppliers the tender documents, request for quotation and proposal documents, registration of suppliers documents;
- Post tender notices, tender documents, Expression of Interest and any other relevant information to the Public Procurement Information Portal (PPIP), Commission website and Information Financial Management Information System (IFMIS);
- Coordinate the receiving and opening of quotations, request for proposals and tender documents;
- Creation of new users in the PPIP portal and administer the portal on behalf of the Commission;
- Creation of suppliers in the PPIP portal and administer the portal suppliers on behalf of the Commission;
- Create payments of all pending bills in the IFMIS System;
- Preparation of draft artwork and tender notices for advertising on dailies;
- Provide secretarial services to the opening committee;
- Drafts the local purchase orders (LPO) and local service orders (LSO);
- Assist in the evaluation of tenders, quotation and proposal documents;
- Post all documentation on the IFMIS system on the receive and inspect goods and services;
- Expedite on the deliveries of goods and delivery of services;
- Assist in the inspection and acceptance of goods and services received and preparation of Inspection and Acceptance report;
- Records all goods received in the Goods Received Notes (GRN), bin card, IFMIS system and any other relevant record;
- Attach all relevant documents to support payment of suppliers vouchers;
- Receive and distribute appropriately airtime to the Commission members and staff;
- Ensure proper inventory of procured assets and boarded stores due for disposal and preparation of the reports;
- Ensure that the store is well organized to enhance easy access to goods, efficient utilization of space, and easier administration of the store operations that safety security management;
- Issue and record goods issued to users as per the requests in a timely manner to the appropriate department;
- Monitor stock levels and raise internal purchase requests for the stock replenishment;
- Receives and records invoices, delivery notes, internal requisition purchase forms, and any other relevant document on behalf of the department;
- Assist in the periodic and annual stock taking for prudent inventory management
- Assist in the development of the periodic reports for submission to the National Treasury, PPRA, Ethics and Anti- Corruption Commission on matters relating to procurement and asset disposal;
- Filing and safeguarding all procurement proceedings; and
- Implement the department risk management framework
Academic qualifications
- Diploma in Purchasing and Supply Chain Management from a recognized institution.
Professional Qualifications / Membership to professional bodies
- Members of Kenya Institute of Supply Management (KISM).
- Valid practicing license from KISM.
Previous relevant work experience required.
- At least 2 years of service in a comparable position from a reputable organization
