About Parliamentary Service Commission
The Parliamentary Service Commission of Kenya is one of the Independent Commissions in Kenya established under Article 127 the Constitution of Kenya to ensure smooth functioning of the Houses of Parliament i.e. Senate of Kenya and National Assembly of Kenya.
The commission’s roles include:
- Providing services and facilities to ensure the efficient and effective running of Parliament
- constituting offices in the parliamentary service, and appointing and supervising office holders;

MAIN RESPONSIBILITIES OF THE JOB
Project resourcing
- Quickly respond to project call downs and identify suitable candidates with 24- 48 hours
- Create Rosters/pipelines of suitable talent to ensure that contractors can be quickly mobilized onto call downs
- Define and calculate the cost base (to include employer social security and statutory employment costs if relevant) associated with Employment and Contractor solutions and ensure they are budgeted for
- Responsible for maintaining and contributing to a resource/project demand tracker
- Responsible for reporting into the project team/manager on the recruitment status in a proactive manner on live recruitments as this will be critical for call downs.
- Responsible for participating in post bid/award meetings
- Responsible for searching and screening the suitability of contractor, and preparing a short-list of suitable candidates for a specific project opportunity; ensuring they meet key requirements outlined by the project
- Responsible for determining and understanding if any existing relationships exist with contractors by reviewing data in the applicant tracking system
- Responsible for ensuring Proposal packages and due diligence processes have been completed as necessary
- Responsible for assisting project teams with selection interviews and assessment of contractors
- Responsible for negotiating rates with contractors in co-ordination with relevant proposals and project teams
- Responsible for ensuring that proposal packages are drafted and agreed in line with current contracting policies
