The National Council for Children’s Services is a State Corporation established under section 41 of the Children Act, 2022. The Council draws its mandate from Section 42 of the Children Act 2022. The Council is mandated to regulate, coordinate, and oversight children’s services in Kenya and advice the government on all matters relating to children.
We are recruiting to fill the positions below;

Director Compliance – Registration and Licensing
REF NO: NCCS/2/2023
Job Purpose
An Officer at this grade will be deployed to head the Department of Registration and Licensing
and will be reporting to the Chief Executive Officer.
Duties and responsibilities entail: –
Regulating, registering, approving, evaluating and monitoring the implementation of child Welfare Programmes proposed by Charitable Children Institutions in accordance with the Children Act, 2022;
Establishing panels of persons from whom guardians ad litem will be appointed by the court in matters relating to children including adoption as per the Act;
Maintaining and updating a register of guardians ad litem;
Establishing, maintaining and updating a database of children in Kenya;
Accrediting and licensing duly registered adoption and child protection agencies in order to facilitate domestic and inter-country adoptions;
Establishing, updating and maintaining a database for domestic and inter-country adoptions;
Receiving and keeping records and reports on children available for adoption from
haritable Children Institutions, adoption societies, parents and guardians, authorized officers and other relevant persons;
Establishing, maintaining and updating a register for children free for adoption and prospective adoptive parents;
Certifying and declaring children free for adoption;
Establishing, maintaining and updating a database of adopted children in consultation with the Registrar; and
Undertaking any other functions as may be lawfully assigned.
Person Specifications
For appointment to this grade, an officer must have: –
- Bachelor’s degree in any of the following disciplines: – Communication; Education; Sociology; Law; Library and Information Sciences; Gender and Development Studies; Community Development; Counseling and Psychology; Sociology and Religious Studies; Sociology and Economics or its equivalent qualification from a recognized institution;
- Master’s degree in any of the following disciplines: – Education; Community Studies; Research and Public Policy; Project Management; Gender and Development Studies; Guidance and Counseling; Counseling and Psychology; Sociology; Public Administration and Policy or its equivalent qualification from a recognized institution;
- Leadership course lasting not less than four (4) weeks from a recognized institution;
- At least Twelve (12) years of work experience, five (5) of which must be in senior management;
- Membership to a relevant professional body where applicable;
- Computer Proficiency; and
- Fulfil the requirements of Chapter 6 of the Constitution.

Director Compliance – Public Awareness, Capacity Building and Partnership

Job Purpose
An Officer at this grade will be deployed to head the Department of Public Awareness, Capacity Building and Partnership and will be reporting to the Chief Executive Officer.
Duties and responsibilities entail: –
- Monitoring and evaluating implementation of public education programs on the rights and welfare of children;
- Advising on technical and support services to state and non-state agencies participating in child welfare programmes;
- Prescribing training needs and requirements for authorized officers;
- Providing advisory on establishment of children rescue centers or designation of children’s institutions to operate as children rescue centers;
- Formulating, approving, monitoring and evaluating implementation of programmes to create public awareness in all matters relating to the rights and welfare of children;
- Promoting linkages and exchange programmes with organisations in and outside Kenya;
- Providing professional and technical advice and support services to licensed adoption agencies on matters relating to adoption and to individuals who intend to undertake domestic and intercountry adoption;
- Consulting with Charitable Children Institutions and adoption societies on matters relating to adoption;
- Promoting co-operation between local and foreign state and non-state agencies concerned with matters relating to adoption as well as in tracing and repatriation of children in need of care and protection;
- Undertaking any other functions as may be lawfully assigned

Director Corporate Services
Job Specifications
Duties and responsibilities entail: –
- Providing strategic leadership in the functional areas of Human Resources and Administration, Corporate Communications and Information and Communication Technology services;
- Developing policies, plans and strategies in the functional areas of Human Resources and Administration, Corporate Communications and Information and Communication Technology services;
- Ensuring recruitment, selection and placement, performance management, training and development, employee relations, payroll and pensions management procedures are undertaken accordingly;
- Overseeing the Information, Communications Technology (ICT) functions;
- Ensuring development and implementation of the Council’s ICT services to bolster automation of all functions and services;
- Overseeing and ensuring operational systems are efficient, effective, and sustainable;
- Overseeing the designing and implementation of the performance management system;
- Coordinating the review of NCCS corporate branding, marketing, communications strategies, policies and plans;
- Overseeing coordination of office administrative services, transport management and record management;
- Coordinating the development and implementation of efficient and effective systems in the Council;
- Ensuring compliance with statutory and regulatory reporting requirements; and
- Overseeing the development of work plans and preparation of budgets for the department.
Person Specifications
For appointment to this grade, an officer must have: –
- Bachelor’s degree in any of the following disciplines: -Business Administration, Economics, Finance, Commerce, Human Resource Management or its equivalent qualification from a recognized institution;
- Master’s degree in any of the following disciplines: Business Administration, Public policy, Administration, Strategic Management, Human Resource Management, Economics or related field from a recognized institution;
- Professional qualification in a relevant field;
- Membership to a professional body where applicable;
- Leadership Course lasting not less than four (4) weeks from a recognized institution;
- At least twelve (12) years’ work experience five (5) of which must be in senior management;
- Computer Proficiency skills; and
- Fulfil the requirements of Chapter 6 of the Constitution.

- A current report from an approved Credit Reference Bureau (CRB).
Terms of Service and Remuneration
- Appointment to the position is on a contract term of five (5) years, renewable once subject to satisfactory performance and retirement age.
- The successful candidate will be offered a competitive remuneration package as per the Salaries Remuneration Commission (SRC) guidelines
