  • Be the Accounting Officer of the Authority;
  • Be the Chief Executive of the Authority responsible for the day to day management and operations of the Authority and shall have control over all personnel and other activities of the Authority;
  • Ensuring that the provisions of the International Conventions, Kenya Maritime Authority and Merchant Shipping Acts respectively, and any rules and regulations made thereunder are complied with to the extent necessary in the interest of the maritime sector;
  • Encouraging and fostering the safe development of maritime matters in Kenya waters;
  • Planning, developing and formulating safe and efficient utilization of the Kenya ocean space;
  • Acquiring, establishing and improving ocean navigation facilities where necessary within the limits of available appropriation;
  • Facilitating establishment of schools for the purpose of offering instruction and training in matters related to the maritime industry;
  • Promulgating rules and procedures governing the notification and reporting of accidents and incidents involving ships so as to facilitate investigations;
  • Using, with their consent, the available services, equipment and facilities of other agencies and to co-operate with those agencies in the establishment, and use of services, equipment and facilities of the Authority;
  • Monitoring the deployment and utilization of the movable and immovable property of the Authority;

  • A minimum period of ten (10) years’ relevant work experience in the relevant field, five (5) years of which must be in Senior Management;
  • Professional qualification and membership to a professional body where applicable;
  • Proficiency in computer applications;
  • Have knowledge and a clear understanding of the maritime sector;
  • Demonstrable Knowledge in Maritime, Shipping, Ocean Engineering, or Blue Economy related Sector

  • Providing secretarial services to the Board; 
  • Arranging the business of the Board’s meetings, keep records of the proceedings of Board and perform other duties as the Board may direct;
  • Providing legal advice to the Board and management;
  • Providing advice on compliance and periodic reporting on international instruments related to shipping and maritime affairs;
  • Providing advisory on the impact of international instruments;
  • Developing and review relevant regulatory Legal framework for the better implementation of the Authority’s mandate;
  • Coordinating and ensuring representation of the Authority in courts or other judicial authorities; 
  • Drafting and reviewing Leases, Contracts, Licensing Frameworks, Service Level Agreements, Memorandum of Understanding, leases and other legal documents to ensure compliance to statutory requirements and the Authority’s policies;
  • Liaising with the Attorney General, law enforcement agencies and stakeholders on all legal matters; 
  • Ensuring that Legal Audit Compliance is carried out to confirm compliance with relevant statutory requirements;
  • Ensuring compliance with the Mwongozo Code of Governance for State Corporations; and 
  • Formulating, drafting and facilitating gazettement of Rules, Regulations and Directives issued by or on behalf of the Authority. 


  • Bachelor of Laws degree from a recognized institution; a Master’s Degree will be an added advantage in any of the following disciplines; International Maritime Law, Environment Law or equivalent qualifications from a recognized institution;
  • Postgraduate Diploma in Law from the Kenya School of Law;
  • Admitted as an Advocate of the High Court of Kenya; 
  • Holds a valid practicing certificate;
  • Member of the Law Society of Kenya; 
  • Holder of Certified Secretary CS(K) qualification and Member of the Institute of Certified Secretaries of Kenya;
  • A minimum period of ten (10) years relevant work experience five (5) years of which should be in a management position; 
  • Proficiency in computer applications;
  • Fulfilled the requirements of Chapter Six of the constitution; and
  • Demonstrated competence in work performance.
