About The Judicial Service Commission (JSC)
The Judicial Service Commission (JSC) of Kenya is an independent Commission established under Article 171 of the Constitution of Kenya. Its mandate as stipulated in Article 172 of the Constitution is to promote and facilitate the independence and accountability of the Judiciary and the efficient, effective, and transparent administration of justice. Deputy Director, Public Affairs and Corporate Communication
Job Purpose:
- The job holder will be responsible for spearheading the formulation,implementation and review of Judiciary’s communications policies and strategies.
Reporting Responsibilities
- The job holder is responsible to Chief Registrar of the Judiciary.
Area of Deployment:
- The Job holder will be deployed to the Directorate Public Affairs and Corporate Communication.
Key Duties and Responsibilities:
- Spearheading formulation, implementation and review of Judiciary’s communications policies and strategies;
- Spearheading and advising on communication in the Judiciary;
- Ensuring effective and efficient crisis communication management;
- Promoting public engagement;
- Managing corporate information gateways;
- Spearheading branding and production of promotional materials;
- Overseeing the development and implementation of strategies;
- Coordinating preparation of timely media supplements, appearances, documentaries, press releases and features;
- Managing the Judiciary’s digital platforms;
- Overseeing branding and publicity of the Judiciary for events;
- Spearheading the development and implementation of initiatives to promote Judiciary’s corporate image;
- Facilitating promotion of public awareness of Judiciary’s programs and processes;
- Coordinating development and dissemination of Information, Education and Communication materials;

Job Requirements: Academic and Professional Qualifications
For appointment to this grade, the applicant must have: –
- Bachelor’s Degree in any of the following: Mass Communication, Communication Studies, Journalism, Public Relations, Corporate Communication, Social Sciences, or any other approved equivalent qualifications from a recognized university/institution;
- Master’s degree in any of the following disciplines: Mass Communication, Communication Studies, Journalism, Public Relations, Corporate Communication, Social Sciences, or any other approved equivalent qualifications from a recognized university/institution;
- Membership of Public Relations Society of Kenya or any other relevant professional body;
- A course in Strategic Leadership Development or its equivalent from a recognized institution;
- Proficiency in computer applications; and
- Meet the Requirements of Chapter Six (6) of the Constitution.
Experience:
- Minimum Fifteen (15) years relevant work-experience with at least five (5) years in Middle Level Management.

Key Duties and Responsibilities:
- Coordinating the development and implementation of Human Resource Management policies, procedures, standards, strategies, guidelines and programs;
- Overseeing the strategic, operational and administrative functions of the department;
- Coordinating the development and implementation of human resource plans and succession management;
- Facilitating the development, management and reviewing of Judiciary terms and conditions of service;
- Preparing and implementing change management strategies;
- Coordinating development and implementation of employee welfare and incentive schemes;
- Managing employee relations and staff values and conduct;
- Facilitating preparation and submission of Human Resource management and statutory reports;
- Coordinating maintenance and safe custody of Human Resource Management and Development records and Human Resource Information Systems;
- Facilitating the Human Resource Management and Development Committees to effectively discharge the Human Resource function under delegated authority by Judicial Service Commission;
- Implementing, monitoring and reviewing the directorate’s personnel emoluments annual budgetary allocations; and
- Facilitating Performance Management, mentoring, guidance and counselling of staff.
Job Requirements: Academic and Professional Qualifications
For appointment to this grade, the applicant must have: –
- Bachelor’s degree in Human Resource Management, Personnel Management, Business Administration, Industrial Relations or equivalent and relevant qualification from a recognized institution;
OR
- Bachelor degree in Social Sciences with a Diploma in Human Resource Management:
- Master’s degree in Human Resource Management, Personnel Management, Industrial Relations, Business Administration, or equivalent qualifications from a recognized institution;
- Membership to Institute of Human Resource Management (IHRM) or any other recognized professional body in good standing.
- A Course in Strategic Leadership Development or its equivalent from a recognized institution;
- Proficiency in computer applications; and
- Meet the requirements of Chapter Six (6) of the Constitution.
Experience:
- Minimum twelve (12) years relevant work-experience with at least six (6) years in Middle Level Management.
