About DSBD

The Ministry of Small Business Development was established in 2014 marking a turning point in history of SMMEs and Co-operatives development in South Africa, demonstrating Government’s commitment to place SMMEs and Co-operatives at the centre of economic growth and job creation.

The Department of Small Business Development (DSBD) was thereafter established as a standalone national department in accordance with the reorganization of some national departments announced by the President in May 2014.

To lead and coordinate an integrated approach to the promotion and development of entrepreneurship, Small, Micro and Medium Enterprises (SMMEs) and Co-operatives, and to ensure an enabling legislative and policy environment to support their growth and sustainability.

DSBD Programmes

Co-Operatives Development Support Programme (CDSP)

CDSP is a programme of the Department of Small Business Development with an objective to support co-operative enterprises financially and non-financially.

Youth Challenge Fund

The Youth Challenge Fund (YCF) is a youth start-up support programme intended to stimulate the establishment and growth of youth-owned businesses, promote digital skills, grow the economy and foster job creation.

SMME Support Plan

The plan details how the work of Department and its entities will contribute to the Medium-Term Strategic Framework and the National Development Plan 2030 objectives.


Through the SheTradesZA platform, selected women-owned businesses and corporations will benefit from a range of opportunities to expand their businesses and advance women economic empowerment.

Small Enterprise Manufacturing Support Programme

The purpose of the Small Enterprise Manufacturing Support Programme is to build a manufacturing sector for an improved industrial base through a focused import replacement programme.

Township and Rural Entrepreneurship Programme

The Township and Rural Entrepreneurship Programme (TREP) is a dedicated programme to transform and integrate opportunities in townships and rural areas into productive business ventures.
