Homa Bay is one of the 47 County governments in the Republic of Kenya.

It is located in the Southern part of Nyanza, along the southern shores of Lake Victoria- Africa’s largest Fresh water lake. Known for its scenic hills and picturesque shoreline, Homa Bay County covers an area of 3,183.3 sq km with a population of about 1.3m million people.

It borders five other Counties;- Migori to the South, Kisii and Nyamira to the East, and Kericho and Kisumu to the North East. It is accessible by lake transport, road and air. Its Kabunde Airstrip has just been renovated and opened for commercial flights.

The county has a rich history and folklore that makes it a favourite for cultural tourism. It was originally known as Chich Onuno (Onuno’s market) but it was renamed to Homa Bay by colonialists in 1925 because it was overlooking the then Huma Hills in Karachuonyo. Visitors   from overseas pronounced Huma as ‘Homa‘ and the residents adopted the name Homa Bay. Administratively, Homa Bay County has eight constituencies which also serve as Sub County administrative Units- Mbita, Ndhiwa, Homa Bay Town, Rangwe, Karachuonyo, Kabondo, Kasipul and Suba.

The County headquarters –Homa Bay town is located some 105km south of Kisumu and about 420km south-west of Nairobi.The Counties economy is anchored on Agriculture and Fisheries. Its massive potential on Agri-business, mining and Tourism remain largely unexploited.

We are currently recruiting for the following positions;

  • Chief Officer Development and Cooperatives Development (1 Post)
  • Chief Officer Public Communication
  • Chief Officer Mining and Digital Economy
  • Chief Officer Stakeholder Management, Public Participation, Special Projects and Disaster Management
  • Chief Officer Irrigation

Chief Officer Development and Cooperatives Development (1 Post)

Job Summary

The Chief Officer shall be the authorized officer in the County Department of Investment and Cooperative Development and shall be responsible to the County Executive Committee Member for Trade, Industry, Tourism, Co-operative Development and Marketing.

Duties and Responsibilities

  • Administration of the county department
  • Implementation of County Executive Committee resolutions as guided by the Executive Committee Member;
  • Ensuring effective service delivery through implementation of laid out policies and regulations;
  • Development and implementation of departments strategic plans and sector development plans;
  • Ensuring promotion of national values and principles of governance as outlined in the constitution of Kenya 2010;
  • Ensuring effective and efficient utilization of the department’s financial and non-financial resources;
  • Promoting strong and vibrant cooperatives movement;
  • Monitoring and auditing cooperative societies;
  • Developing in collaboration with other relevant counties entities water tight and implementable county investment strategy and programs and policies.
  • Promoting the development of investment opportunities by developing programs that can see the creation and building of industrial parks, development of  special economic zones to position the county as an investment destination.
  • Promoting articulate work plans for the implementation of well thought out PPP programs to ensure growth of various value chains and other related programs as outlined in the County CIDP.
  • Maintaining effective collaboration and partnerships with other organs of the county, other county departments, the private sector and other stakeholders;
  • Promoting the realization of County Integrated Development Plan (CIDP);
  • Ensuring timely, efficient communication and coordination of departmental affairs;
  • Interpreting and applying National and County laws and other related statutes in line with the County goals and objectives;
  • Formulation and implementation of effective programs to attain vision 2030 and sector goals; and
  • Performing other duties that may be assigned from time to time.

Qualifications

  • Be a Kenyan citizen.
  • Have a relevant Bachelor’s degree from a recognized university in Kenya;
  • Possession of a relevant professional qualification and membership with a relevant professional body will be added advantage;
  • A Master’s degree or higher academic qualifications from a university recognized in Kenya will be an added advantage.
  • Have a vast knowledge and experience of not less than 10 years in a relevant field, 5 years of which MUST be in leadership or senior management position in public or private sector;
  • Have a proven experience in managing resources in a high performing organization;
  • Demonstrate general knowledge of the County Government and its functions.
  • Demonstrate a thorough understanding of socio-economic development objectives and the Homabay county integrated development plan and vision 2030
  • Be result oriented and a strategic thinker;
  • Have excellent communication, organizational and interpersonal skills,
  • Have capacity to work under pressure to meet strict deadlines,
  • Have ability to work in a multi-ethnic environment with sensitivity and respect to diversity;

Chief Officer Public Communication

Job Summary

The Chief Officer shall be the authorized officer in the Department of Public Communication and shall be responsible to the County Executive Committee Member for Governance, Administration, Communication and Devolution.

Duties and Responsibilities

  • Administration of the county department
  • Implementation of County Executive Committee resolutions as guided by the Executive Committee Member;
  • Ensuring effective service delivery through implementation of laid out policies and regulations;
  • Promoting access to information in conformity with Article 35 of the Constitution of Kenya 2010.
  • Development and implementation of departments strategic plans and sector development plans;
  • Ensuring promotion of national values and principles of governance as outlined in the constitution of Kenya 2010;
  • Ensuring effective and efficient utilization of the department’s financial and non-financial resources; Responsible for professional, administrative and operational matters relating to public communications in the entire County.
  • The formulation, implementation and co-ordination of Information and Public Communication policies, programmes strategies and design of appropriate programmes and infrastructure to facilitate its implementation in the County
  • Advising on Information and Public Communications issues
  • Monitoring information and public communications policies and programs and reviewing them as appropriate
  • identifying County Government events that require packaging for dissemination to the media and the public
  • Leads from the front in formulating workable public relations and crisis management programs to ensure and edge in good corporate image.
  • Preparing media supplements, documentaries, press release/media features
  • Ensuring that the County’s digital media platforms and website are well managed and issues raised and responded to appropriately.
  • preparing and organizing fora where County Government policies, programmes and projects can be propagated and promoted; and
  • Ensuring professionalism, ethics and consistency in information gathering and dissemination
  • Instituting good corporate governance compliances processes;
  • Leading in performance management and measurement;
  • Facilitating information, communication and feedback mechanisms;
  • Promoting the realization of County Integrated Development Plan (CIDP);
  • Interpreting and applying National and County laws and other related statutes in line with the County goals and objectives;
  • Formulation and implementation of effective programs to attain vision 2030 and sector goals; and
  • Performing other duties that may be assigned from time to time.

Qualifications

  • Be a Kenyan citizen;
  • Have a Bachelor’s degree in either Public Relations, Communication or Journalism from a University recognized in Kenya.
  • Possession of Master’s degree in a relevant field will be an added advantage;
  • Possession of a relevant professional qualification and membership with a relevant professional body will be added advantage;
  • Have a vast knowledge and experience of not less than 10 years in a relevant field, 5 years of which MUST be in leadership or senior management position in public or private sector;
  • Have a proven experience in managing resources in a high performing organization;
  • Demonstrate general knowledge of the County Government and its functions.
  • Demonstrated excellence in communication and interpersonal skills;

Chief Officer Mining and Digital Economy

Job Summary

The Chief Officer shall be the authorized officer in the County Department of Mining and Digital Economy and shall be responsible to the County Executive Committee Member for Blue Economy, Fisheries, Mining and Digital Economy.

Duties and Responsibilities

  • Administration of the county department
  • Implementation of County Executive Committee resolutions as guided by the Executive Committee Member;
  • Ensuring effective service delivery through implementation of laid out policies and regulations;
  • Development and implementation of departments strategic plans and sector development plans;
  • Ensuring promotion of national values and principles of governance as outlined in the constitution of Kenya 2010;
  • Ensuring effective and efficient utilization of the department’s financial and non-financial resources;
  • Mapping and execution of the counties mineral map;
  • Developing, implementing and maintaining information systems in Homa Bay County;
  • In charge of the county’s ICT management systems.
  • Establishing and maintaining ICT centers
  • Maintaining effective collaboration and partnerships with other organs of the county, other county departments, the private sector and other stakeholders;
  • Promoting the realization of County Integrated Development Plan (CIDP);
  • Ensuring timely, efficient communication and coordination of departmental affairs;
  • Interpreting and applying National and County laws and other related statutes in line with the County goals and objectives;
  • Formulation and implementation of effective programs to attain vision 2030 and sector goals; and
  • Performing other duties that may be assigned from time to time.

The Chief Officer shall be the authorized officer in the County Department of Stakeholder Management, Public Participation, Special Projects and Disaster Management shall be responsible to the County Executive Committee Member for Governance, Communication, Administration and Devolution

Duties and Responsibilities

  • Administration of the county department
  • Implementation of County Executive Committee resolutions as guided by the Executive Committee Member;
  • Ensuring effective service delivery through implementation of laid out policies and regulations;
  • Development and implementation of departments strategic plans and sector development plans;
  • Ensuring promotion of national values and principles of governance as outlined in the constitution of Kenya 2010;
  • Ensuring effective and efficient utilization of the department’s financial and non-financial resources;
  • Coordinating public participation programs modelled in cells from the village to the County and managing intensive civic education forums to create awareness on county programs and projects in close working relationships with other relevant county organs;
  • Facilitating the management of public complaints and responses;
  • In charge of fire brigades and disaster management and response;
  • Maintaining effective collaboration and partnerships with other organs of the county, other county departments, the private sector and other stakeholders;
  • Promoting the realization of the County Integrated Development Plan (CIDP);
  • Ensuring timely, efficient communication and coordination of departmental affairs;
  • Interpreting and applying National and County laws and other related statutes in line with the County goals and objectives;
  • Formulation and implementation of effective programs to attain vision 2030 and sector goals, and;
  • Performing other duties that may be assigned from time to time.

Chief Officer Irrigation

Job Summary

The Chief Officer shall be the authorized officer in the County Department of Irrigation and shall be responsible to the County Executive Committee Member for Water, Sanitation, Irrigation, Environment, Energy and Climate Change.

Duties and Responsibilities

  • Administration of a County Department;
  • Implementation of County Executive Committee resolutions as guided by the Executive Committee Member;
  • Formulation and implementation of programs to attain Vision 2030 and sector goals;
  • Development and implementation of strategic plans and sector development plans;
  • Implementation of policies and regulations;
  • Providing strategic policy direction for effective service delivery;
  • Coordinating the county’s irrigation programs;
  • Maintaining effective collaboration and partnerships with other organs of the national government, county, other counties, as well as the Private Sector in developing sustainable irrigation plans for the county such as the Oluch Kimira project.
  • Mapping and profiling the counties irrigation needs.
  • Overseeing the implementation of approved irrigation programs.
  • Establishing county irrigation development programs and plans;
  • Formulate and implement county irrigation strategy in collaboration with relevant
    stakeholders, in line with national policies and strategies;
  • Develop and maintain an irrigation database and integrate systematic monitoring and evaluation for irrigation programs;
  • Identify community-based irrigation smallholder schemes for implementation in line with national guidelines;
  • Mainstreaming irrigation related statutory obligations such as those that relate to the environment, water and health;
  • Provide capacity building for farmers and support establishment of viable farmer organizations, and in particular irrigation water users associations to develop and manage irrigation schemes including actively participating in conflicts resolution within irrigation schemes when necessary.
  • Ensuring compliance with the National Values and Principles of Good Governance as outlined in Articles 10 and 232 of the Constitution of Kenya;
  • Ensuring effective and efficient utilization of the Department’s financial and non-financial resources including management, control and reporting on financial information, material resources, and facilities;
  • Building human resource capacity by developing and implementing Human Resource Plans for the Department;
  • Efficient and effective service delivery to the public;
  • Promoting the realization of the County Integrated Development Plan (CIDP), and;
  • Performing any other duties as may be assigned from time to time.
